Project research informs a major national review into UK counter-terrorism law
Expert evidence and analysis submitted by AtmoCT’s Dr Sara Fregonese and Dr Paul Simpson and based on AtmoCT survey data[1], has directly informed the final report of the Independent Commission on UK Counter‑Terrorism Law, Policy and Practice, published on 11 November 2025. The report calls for a major national review into UK counter-terrorism law. Its recommendations to revise the UK definition of terrorism and to assess the equality and diversity impacts of counterterrorism measures on different people and groups, are based on AtmoCT’s research evidence into the public understandings and everyday experiences of terrorism threats and counterterrorism measures.
